For too long, the general public has remained disconnected from scientific research. Many still blur the line between science and science fiction, and a large proportion believe research has little relevance to their daily lives.

And yet, Havana Syndrome changed that—at least briefly. It captured media attention, puzzled scientists, frustrated intelligence agencies, and captivated a segment of the public.

Unfortunately, much of the commentary surrounding the phenomenon has been disappointing. Instead of engaging seriously with the underlying science, many observers drifted into speculation and opinion.

This is regrettable, because the scientific and historical record of microwave research — and even directed-energy technologies — is both rich and deeply fascinating.

Still, progress often comes in unexpected ways. Today, there are signs of a clear shift in perspective.

Recently, David Ignatius warned that a “Discombobulator” arms race may already be underway. His conclusion is worth emphasizing:

“Ready or not, we’re entering an era of directed-energy weapons… A starting point is to distinguish between attacks on military personnel… and on civilian diplomats and intelligence officers… The first may be permissible; the second shouldn’t be.”

At the same time, all U.S. intelligence leaders have now endorsed withdrawing a 2025 assessment that had cast doubt on foreign involvement in Havana Syndrome cases — effectively reversing an earlier consensus.

Earlier analyses largely focused on Russia as the most plausible actor. However, new research is now exploring alternative hypotheses — particularly China’s potential role in the development of technologies aimed at cognitive or neurological disruption.

One recent OSINT study examines Beijing’s advances in this domain, alongside its expanding intelligence footprint in Cuba and broader strategic motivations. This alternative hypothesis was favoured by Intel Today right from the beginning.

The debate is far from settled. But one thing is clear: the conversation has finally returned to where it always should have been — from speculation back to science.
