November 6 2019 — Robert Gates was nominated to become the Director of Central Intelligence (head of the CIA) in early 1987. He withdrew his name after it became clear the Senate would reject the nomination due to controversy about his role in the Iran-Contra affair. Gates was nominated again for the position by President George H. W. Bush on May 14, 1991. This time, he was confirmed by the Senate on November 5, and sworn in on November 6 1991.

The Office of United States Director of Central Intelligence (DCI) was the head of the American Central Intelligence Agency from January 1946 to April 21 2005, acting as the principal intelligence advisor to the President of the United States and the United States National Security Council, as well as the coordinator of intelligence activities among and between the various U.S. intelligence agencies (collectively known as the Intelligence Community from 1981 onwards).

The office was replaced on April 21 2005 by the Director of National Intelligence (DNI) as head of the Intelligence Community and the Director of the Central Intelligence Agency (D/CIA) as head of the CIA.
