Is It Legal under International Humanitarian Law?

Blinding weapons, particularly lasers, that cause permanent blindness are prohibited by the Protocol on Blinding Laser Weapons.

As Russia’s weapon reportedly only causes temporary blindness, there is no restriction against the use of such weapons.
