William Binney claims the U.S. intelligence community’s assessment that Russia interfered in the 2016 presidential election is false, and that the DNC e-mails were leaked by an insider instead. On October 24 2017,  Binney met with CIA Director Mike Pompeo for a one hour-long meeting. As the news of that meeting broke, the US media are calling Binney a conspiracy theorist. Make no mistakes. Although entirely predictable, the smear campaign against William Binney — a former NSA Technical Director for World Geopolitical & Military Analysis — is utterly disgusting.

CNN and MSNBC referred to Binney as a “DNC hack conspiracy theorist,” parroting a similar mischaracterization proffered by Mother Jones.

The Washington Post writes:

The Intercept just broke a pretty big story: CIA Director Mike Pompeo reportedly met with the purveyor of a disputed theory about the internal Democratic National Committee emails that were released last year — a theory that runs counter to the intelligence community’s own long-standing conclusions about the matter. (…)

Max Boot, a military historian and critic of President Trump, tells me, “It has to be very demoralizing to CIA employees to see their boss meeting with a conspiracy theorist who rejects the consensus view of the intel community regarding the Russia hack.” He adds, “It signals that Pompeo is more concerned with the pursuit of Trump’s favor than the pursuit of truth. He is fast losing the confidence of his employees, for understandable reasons.

This is bringing Russian-concocted ‘fake facts’ into the heart of the intelligence community.” (…) Make no mistake: Binney is nothing short of a crackpot.

Shame on you! A crackpot? Really… An old question comes to my mind: “Have you no sense of decency, sir? At long last, have you left no sense of decency?”

The facts

If only these so-called ‘journalists’ (‘Presstitutes’ describe them much more accurately!) had a tiny fraction of Binney’s brainpower they would understand this.

The VIPS theory relies on forensic findings by independent researchers who go by the pseudonyms “Forensicator” and “Adam Carter.”

The former found that 1,976 MB of Guccifer’s files were copied from a DNC server on July 5 in just 87 seconds, implying a transfer rate of 22.6 megabytes per second — or, converted to a measure most people use, about 180 megabits per second, a speed not commonly available from U.S. internet providers.

Downloading such files this quickly over the internet, especially over a VPN (most hackers would use one), would have been all but impossible because the network infrastructure through which the traffic would have to pass would further slow the traffic.

However, as Forensicator has pointed out, the files could have been copied to a thumb drive — something only an insider could have done — at about that speed.

Forensic studies of “Russian hacking” into Democratic National Committee computers last year reveal that on July 5, 2016, data was leaked (not hacked) by a person with physical access to DNC computers, and then doctored to incriminate Russia.

After examining metadata from the “Guccifer 2.0” July 5, 2016 intrusion into the DNC server, independent cyber investigators have concluded that an insider copied DNC data onto an external storage device, and that “telltale signs” implicating Russia were then inserted.

Key among the findings of the independent forensic investigations is the conclusion that the DNC data was copied onto a storage device at a speed that far exceeds an Internet capability for a remote hack. Of equal importance, the forensics show that the copying and doctoring were performed on the East coast of the U.S. Thus far, mainstream media have ignored the findings of these independent studies [see here and here].

Independent analyst Skip Folden, a retired IBM Program Manager for Information Technology US, who examined the recent forensic findings, is a co-author of this Memorandum. He has drafted a more detailed technical report titled “Cyber-Forensic Investigation of ‘Russian Hack’ and Missing Intelligence Community Disclaimers,” and sent it to the offices of the Special Counsel and the Attorney General. VIPS member William Binney, a former Technical Director at the National Security Agency, and other senior NSA “alumni” in VIPS attest to the professionalism of the independent forensic findings.

The recent forensic studies fill in a critical gap. Why the FBI neglected to perform any independent forensics on the original “Guccifer 2.0” material remains a mystery – as does the lack of any sign that the “hand-picked analysts” from the FBI, CIA, and NSA, who wrote the “Intelligence Community Assessment” dated January 6, 2017, gave any attention to forensics.

NOTE: There has been so much conflation of charges about hacking that we wish to make very clear the primary focus of this Memorandum. We focus specifically on the July 5, 2016 alleged Guccifer 2.0 “hack” of the DNC server. In earlier VIPS memoranda we addressed the lack of any evidence connecting the Guccifer 2.0 alleged hacks and WikiLeaks, and we asked President Obama specifically to disclose any evidence that WikiLeaks received DNC data from the Russians [see here and here].

At a recent meeting with CIA director Mike Pompeo, NSA whistleblower William Binney said he outlined why the speed at which the Democratic National Committee’s information was stolen indicates a leak, as opposed to what he called the “emotion-driven” claim of Russian hacking.

Former NSA Technical Director Bill Binney, ‘a Good American,’ resigned from the NSA in October 2001, after 30 years with the agency where he was widely acknowledged as one of its best mathematicians, innovators, and problem solvers.  Binney quit when he saw Bush, Cheney, and the NSA director had chosen to respond to new challenges on electronic communications by adopting illegal, indiscriminate mass-surveillance programs.  These programs not only clearly violated the 4thamendment, but also left the country still more vulnerable to terrorists while diverting billions to private contractors with political connections.

After his resignation, Binney, and colleagues who had worked with him, faced retaliation from the NSA, including guns-drawn dawn raids at their homes in 2007.

Binney continues to be an articulate, deeply knowledgeable critic of unconstitutional mass electronic surveillance, refusing to be intimidated by the NSA despite the risks.

Film director Freidrich Moser tells Binney’s story from his early days as an intelligence analyst during the Vietnam War to his service as a code breaker during the Cold War to his visionary, groundbreaking creation of a program for conducting effective electronic surveillance consonant with the 4th amendment and rule of law.

Binney and his fellow whistleblowers tell the story of how Michael Hayden, then head of the NSA, sidelined their demonstrably effective collection program in favor of a multibillion-dollar boondoggle called Trailblazer, which Binney and his team warned would never work.  They were proved correct, but only after contractors burned through a few billion dollars.

Oliver Stone called “A Good American” a “prequel to his own film Snowden,” and that’s true in more ways than one. Snowden cited the persecution of Binney and his colleagues as a warning that if he did not go directly to the media, his attempt to expose what he called “turnkey tyranny” would be thwarted.

Live-streamed into the hall in Berlin, where Binney was given the 2015 Sam Adams Award for Integrity in Intelligence, Snowden made it very clear, saying, “Without Bill Binney, there would be no Ed Snowden.”

A Good American
