On April 6 2017, a former CIA analyst told me that several of his contacts among the US Military deployed in the Middle East were suggesting that the US government wants to declare a no-fly zone over the entire part of Syria West of the Euphrates.
On April 10 2017, I noticed that Colonel Lawrence Wilkerson made a cryptic reference to such a plan.

On April 11 2017, Phil Giraldi published a piece that repeats the allegation.
And who benefits from weakening al-Assad of Syria? ISIS and al-Qaeda. (…) My sources telling me that establishment of a no-fly zone is currently being discussed in the Pentagon. A no-fly zone would be toe-to-toe with the Russkies to see who would blink first.
And on the same day, Paul Wolfowitz published a piece in the WSJ “What after the Syria strike?” which clearly recommends the establishment of such a no-fly zone.
On April 12 2017, Sky News announced that US Secretary of State Rex Tillerson and Russia’s Deputy Foreign Minister Sergei Lavrov would indeed discuss no-fly zones in Syria

John Kuehn — a professor of military history at the US Army Command and General Staff College and a retired navy officer who flew no-fly zone missions over Bosnia and Iraq — said that escalation could occur by accident, either through a direct confrontation in the air, or through a Syrian or Russian capture of a downed US pilot.
“I see almost nothing positive that can come from implementing a no-fly zone at the current time over Syria. Conversely, the potential to make a bad situation worse is very, very high.”
