Conel Hugh O’Donel Alexander (19 April 1909 – 15 February 1974), was an Irish-born British cryptanalyst, chess player, and chess writer. US — FOIA has failed to live up to expectations

“Almost everyone involved with the FOIA — requesters as well as agencies — seems to be dissatisfied with the way the process works. It can be excruciatingly slow, with response times often counted in years. Decisions to withhold information frequently appear arbitrary, excessive or otherwise inappropriate.
