The Federal Security Service (FSB) — the main KGB successor agency — is Russia’s domestic security agency.

Generally speaking, during 2016, most arrested spies had entered Russia from the former Western Soviet republics (Lithuania, Estonia, Ukraine). [Most terrorists, on the other hand,  came from the former Southern Soviet republics (the Central Asian states, Tajikistan in particular).]

This perhaps has something to do with the political systems in the countries in question. The Central Asian states appear to be more corrupt and disorderly and more easily penetrable by the “terrorist” ideology and its foreign sponsors than the states in the West. The Yuri Ivanchenko Case

On 26 March 2016, the Federal Security Service (FSB) arrested Lt. Colonel Yuri Ivanchenko, an operative of the counterintelligence department of the Ukrainian National Security Agency (SBU).

The FSB stated that Lt. Colonel Yuri Ivanchenko had volunteered to spy for Moscow. But the FSB suspected that he was  a double agent.

The FSB claimed that the CIA had helped the Ukrainian security service prepare Ivanchenko for the mission aimed at eventually exposing his Russian contacts.

According to the official press release:

“Ivanchenko, who already offered his services in 2014, was supposed to convince the FSB of his credibility and establish a network of dead-drops in Kiev by the way of which he would pass the supposedly secret documents to the FSB.

At some point, the SBU and the CIA operatives would burst onto the scene and arrest the FSB operative(s) picking up the documents.

The information would be passed on to the state-controlled media with the expectation of making an international scandal aimed at discrediting Russia in the eyes of the international community.”

However, Vasyl Hrytsak stated that Lt. Colonel Yuri Ivanchenko went to Russia on his own volition, had no access to “state secrets” since 2015 and was about to be fired.

Lt. Colonel Yuri Ivanchenko was allowed to contact the personnel of the Ukrainian Embassy in Moscow.  He was expelled from Russia (” No charges were filed because he has caused no damage to the security of the Russian Federation” ) and banned from entering it ever again.

26 марта т.г. на территории Российской Федерации задержан сотрудник Департамента контрразведки центрального аппарата Службы безопасности Украины подполковник Юрий Иванченко. Иванченко прибыл в Россию под предлогом посещения родственников, несмотря на то, что выезд на территорию России своим сотрудникам украинскими спецслужбами запрещен.

Еще до его прибытия в Россию ФСБ получила упреждающую информацию о том, что СБУ и ЦРУ США подготовили Иванченко для участия в операции по подставе на вербовку ФСБ путем инициативного предложения им своих услуг.

Известно, что в настоящее время в здании СБУ в Киеве работают представители разведки США, которые курируют всю работу СБУ против России.

При этом в первый раз Иванченко пытался предложить свои услуги ФСБ России еще в 2014 году.

Сотрудник СБУ должен был заинтересовать ФСБ своими возможностями добывать секретную информацию и убедить ФСБ в необходимости поддерживать с ним связь в условиях Киева через тайники.

На каком-то этапе СБУ и ЦРУ США планировали захватить с поличным сотрудника ФСБ при получении информации от Иванченко.

После задержания, Иванченко, не опасаясь быть изобличенным в государственной измене, потребовал сообщить о себе в посольство Украины в Москве. Возможность связаться с украинским диппредставительством ему была предоставлена.

Поскольку деяния иностранца не нанесли ущерб безопасности Российской Федерации, он будет выдворен на Украину с закрытием въезда на территорию России.
